Another Possibility

The morning after a terrible bombing incident in a busy metropolitan area, Kenmei Tokiwa wakes up on a nearby shore surrounded by three strange figures and unable to even remember his own name. One of his captors promptly points his weapon at Kenmei, saying, "Sorry... but there's no time."

The three figures escort Kenmei to "MIBU," an underground facility on top of which the Mibu Training Academy is located. After a brief series of questions, he is ordered to enroll and live at the academy until his memory returns. As he is being shown around campus, he meets a cute girl also enrolled there.

"I'm Hiyo Yagami. Together, let's become allies of justice!"
