Hiroyuki Kotani is the original designer of the PSP rhythm game Patapon. He has been working at Sony Computer Entertainment Incorporated since 1998 where Devil Dice was his first game for the company. The idea of using music as gameplay was already presented in the 2001 PS2 title Mad Maestro!, where the player is a conductor who needs to lead and direct an orchestra. After that, he was also involved with two games in the Ape Escape series.

Before joining Sony, he was with the young start-up I'Max Corp. and before that he taught grade school students after graduating from university.
